However, countries can measure derogation under the rule of the right to freedom of opinion. In public emergencies, people have no right to spread the news or content regarding violence. Moreover, in such cases country can publish notices and block some sights over the internet to maintain peace in critical conditions. People should not spread opinions over language, sex, color, social region, or any religion.
There are limitations provided on the right of opinion by some laws. You should not go against the rules. Furthermore, judgments must be shared concerning legislative practices that achieve a definite purpose and help our society.

The United Nations Human Rights Committee said that if expressions violate the respect of the region or others, people can complain about that.
However, confidential information of the country or any property and social issues of other communities is prohibited. Opinions that directly affect the security of the nation, prohibition is compulsory. So, it is plain simple that the nation’s safety is the most among all rights to freedom.
However, for the peace and security of society, the country has defined some rules. These rules are defined as public orders. According to Article 19(3), prohibition is justified on speech regarding violence, crime, social dispute, and mass panic.
However, an opinion should follow public morals. Some contents, like pornography or pornographic materials, are subject to prohibited. Moreover, Australia has formed the National Classification Scheme as guidelines for publication, films, drama, and computer games.
